Backend-neutral retained tooltip state machine. It consumes shape-aware interaction hits, builds preset or user-defined content, and exposes one state stream that any host presenter can bind to.

Creates retained tooltip content and subscribes to pointer events on the required interaction controller.

RefreshPlacement()

Updates only retained hit geometry after layout or animation. Returns true when the presenter needs repositioning. Content and public binding callbacks are intentionally left untouched.

Hides and unpins the current tooltip.

Detaches chart selection and pointer-event subscriptions and clears tooltip change callbacks.
